SB 1116 -- WATER BONDS AND LOANS SPONSOR: Days (Bivins) COMMITTEE ACTION: Voted "do pass" by the Special Committee on Energy and Environment by a vote of 11 to 0. This bill authorizes the Board of Fund Commissioners to issue an additional $10 million in bonds for water pollution control, storm water projects, and improvements to drinking water systems. An additional $10 million in bonds is authorized for rural water and sewer grants or loans and an additional $20 million in bonds for grants or loans for storm water control in St. Louis City or first classification counties. FISCAL NOTE: No impact on state funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that these bonds are re-authorized every year by the General Assembly for the purpose of storm water control so the bill will save time and improve the process.
