Summary of the House Committee Version of the Bill

SB 1116 -- WATER BONDS AND LOANS

SPONSOR:  Days (Bivins)

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
Energy and Environment by a vote of 11 to 0.

This bill authorizes the Board of Fund Commissioners to issue an
additional $10 million in bonds for water pollution control,
storm water projects, and improvements to drinking water systems.
An additional $10 million in bonds is authorized for rural water
and sewer grants or loans and an additional $20 million in bonds
for grants or loans for storm water control in St. Louis City or
first classification counties.

FISCAL NOTE:  No impact on state funds in FY 2009, FY 2010, and
FY 2011.

PROPONENTS:  Supporters say that these bonds are re-authorized
every year by the General Assembly for the purpose of storm water
control so the bill will save time and improve the process.

Testifying for the bill were Senator Days; and Metropolitan St.
Louis Sewer District.

OPPONENTS:  There was no opposition voiced to the committee.
